OPENING COMMENTS:

   BOARD MEMBERS - Supervisor Buster welcomed Tom Walters, Washington lobbyist.

 

            Supervisor Buster noted that anyone who sends in their absentee ballot, whether it has enough stamps or not, it will not be sent back and it will be counted.

 

Supervisor Tavaglione recognized the following artists for their art displays at the CAC building with the Artscape Exhibition: Greg Adamson, Tim Carney, Cosme Cordova, Peter Erhard, Jordan, Karen Kauffman, Marlaine Mortati, Linda Phelps-Young and Anita Silvestri.

 

            Supervisor Tavaglione stated that the Board has taken a NO position on Proposition 90 which will severely inhibit government’s ability to build infrastructure.

16.6    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING:  Public Hearing on CHANGE OF ZONE 7251/COMMERCIAL WECS PERMIT NO. 115/VARIANCE NO. 1781 – EA 40556 - Whitewater Energy Corporation – Krieger & Stewart – Painted Hills Zoning District – Western Coachella Valley Area Plan – 5th District.  Recommendation of Planning Commission for Adoption of a Mitigated Negative Declaration for Environmental Assessment 40556; Tentative Approval of ZC 7251 to change from Controlled Development Areas (W-2) to Wind Energy (W-E) on an approximate 5 acre portion of the 287 acre site; Approval of permit to construct and install two wind turbines rated at 1.5 MW of electrical power production each, at a total WECS height of up to 411 feet; and, Approval of variance to reduce safety setbacks from approximately 452 feet to 0 feet.

Webb Associates – Lakeland Village Zoning District – Elsinore Area Plan – 1st District.  Recommendation of Planning Commission for Adoption of a Mitigated Negative Declaration for Environmental Assessment 39886; Tentative Approval of GPA 728 to amend the general land use designation from Community Development: Commercial Retail (CD-CR) (0.20-0.35 Floor Area Ratio) to Community Development:  Medium Density Residential (CD-MDR) (2-5 Dwelling Units Per Acre); Tentative Approval of ZC 7082 to change from General Residential (R-3) and General Commercial (C-1/C-P) to One-Family Dwellings (R-1); and, Approval of TT 32585 for a Schedule A subdivision of 46.70 acres into 141 residential lots with a minimum lot size of 7,200 sq. ft., a 1.70 acre park site, a 0.38 acre water quality basin, and 3 Open Space Lots.

16.8    TRANSPORTATION & LAND MANAGEMENT AGENCY/PLANNING: Public Hearing on GENERAL PLAN AMENDMENT NO. 503/CHANGE OF ZONE 6473/TENTATIVE TRACT 29098 – EA 37747 – J & A Investments – David Jeffers Consulting, Inc. – French Valley Zoning Area – Southwest Area Plan – 3rd District.  Recommendation of Planning Commission for Adoption of a Mitigated Negative Declaration for Environmental Assessment 37747; Tentative Approval of CGPA 503 to amend the Leon/Keller Policy Area in the Southwest Area Plan to exclude the site from the boundaries of the Policy Area, which designates a maximum residential density of one (1) dwelling unit per 2 ½ acres.  Also to amend the land use designation of 19.2 acres from Rural Community: Estate Density Residential (RC:EDR) (2-Acre Minimum) to Rural Community: Low Density Residential (RC-LDR) (1/2-Acre Minimum), and 26.1 acres from Rural Community: Estate Density Residential (RC:EDR) to Rural Community: Low Density Residential (RC-LDR) (1-Acre Minimum); Tentative Approval of ZC 6473 to change the zone from Rural Residential (R-R) to Residential Agricultural (R-A), Residential Agricultural with a 1 ½ -Acre Minimum (R-A-1 ½), and Open Area Combining Zone – Residential Developments (R-5); and, Approval of TT 29098 for a Schedule B subdivision of 81.4 acres into 39 residential lots, four open space lots, one detention basin, and a 34.4 acre MSHCP conservation area.
